Climate and Disaster Risk Assessment

Annex to the Comprehensive Land Use Plan · 26 barangays · 2 of 7 hazards computed
Download full PDFFull assessment · 7 hazards · 26 barangays
Contains sample data. Hazard ratings, Population and sensitivity, Replacement costs, Critical facilities, Land use by barangay — these figures were generated to test the report and are not measurements of this municipality. Uploading the real dataset replaces them.
Risk assessment

Scores, and the working behind them

Exposure, sensitivity, adaptive capacity, likelihood — every column a reviewer checks

Every intermediate score, not just the total. A DHSUD reviewer checks the columns, and an assessment that cannot show its working gets sent back.

How exposure is estimated. Population and land-use exposure apply the barangay's susceptible AREA share to its population and its built-up area, because no source publishes where within a barangay people live. That is the standard simplification and the published CDRA makes it too, but it is an assumption rather than a measurement. Critical-facility exposure is the exception: those have coordinates, so it is a real point-in-polygon test.

Flood

The highest risk category reached in each barangay, per hazard.

Each barangay is shaded by the highest risk category found in it — not an average. A barangay with one exposure unit at very high risk is a very-high-risk barangay for planning purposes, and averaging that down would hide exactly what a land-use control exists to address.

Critical facilities

The one exposure unit that is measured rather than estimated: each facility has coordinates, so this is a point-in-polygon test against the agency's own hazard geometry. A facility is either in the hazard zone or it is not — DHSUD scores that 4 or 1, with nothing in between.
